The investigation of the UFO phenomenon is given much attention. Intensive efforts in the study of UFOs from the state take France, England, Spain, Sweden, Canada, Italy, Argentina, Australia, Japan and China. In addition, currently there are over 400 different public organizations dealing with the UFO problem. Thanks to them, received thousands of pictures and drawings UFO with their descriptions.
In different countries there are only about 50 UFO magazines on UFOs. In the French air force in 1964, issued an order under which all data about UFO sightings were ordered to send to the Bureau, which later became known as the Group for the study of unidentified aerospace phenomena (JAPAN). It was headed by Professor Claude Sharp.
In 1971, before the French police's task was to record and investigate all reports about UFOs, and the French gendarmerie was sent a questionnaire in which it was stated that the gendarmes in the report about the inspection of places of UFO landing should reflect the data not only landed on the machines, but also about unknown things, if any, was observed near the apparatus. It was pointed out that traces of the object on the soil should be photographed on infrared film from a height of 10 m with due helicopter.
In February 1974, the French Minister of the Armed forces Halley, speaking on the radio, officially stated that France reports radar observations and evidence of military pilots about UFOs, that is "irrefutable things exist today incomprehensible and inexplicable". He added: "If the audience saw the mass of reports of UFO sightings that we have received from the gendarmerie and sent to the centre for space research, they would know who owns us concern".
In 1977 JAPAN was transferred to the French National centre for space studies in Toulouse, and the head of it soon became doctor Esterl. In the "Komsomolskaya Pravda" (1981. 8 August) published an interview of a reporter of the APS with Easterlin, which stated that the information in this group come from the gendarmerie, the army, the civil aviation service of the radar control and other state institutions, as well as from individuals and organizations. Every month in France is logged an average of 20 unidentified phenomena, and 15% of them cannot explain. The activities of this group controls the Council of the eight most prominent scientists of different specialties. JAPAN collected more than 15,000 reports of observations and including the UFO landing in France.
However, since 1981, . JAPAN stopped all information about UFOs for the press. In France there are several private groups of UFO researchers. The most famous of them - GIPA - which publishes the journal "Phenomenes spatiaux". The names of other UFO magazines "Lumieres dans la nuit" and "Ouranos". In England a special branch of the British air Ministry, who studied UFOs, back in 1959 gathered more than 45,000 reports, notes, and images relating to UFOs. While all military was strictly forbidden to talk openly about UFO sightings.
In official documents of the Ministry of defence of England, published in 1970 and 1978, it was stated that in the British Armed forces organized to monitor the actions of the UFO. The study of all received messages about UFOs in the British Ministry of defence has an experienced team of employees that have access to any information available to the Ministry of defence. He is also necessary scientific and professional assistance from other government and private organizations.
However, the full reports of UFOs in accordance with the existing provisions may be published only after 30 years. The question of UFOs has been specifically addressed in the English House of lords in 1979 and twice in 1982) in 1979 from 14 eight speakers expressed support for the reality of UFOs and their study. In 1982 in response to the request of the Lord of Clancarty government representative stated that in four years (1978-1981) was received 2250 reports of observations neidentificetu objects. A careful study of them showed that they do not involve questions of security in the country. The British police has directed to report about UFO sightings. The Ministry of defence refuses to give information to the news media about UFOs.
In England there are about 20 different public UFO organizations. The largest of them - the British Association for the study of UFO (BEFORE), which publishes the journal "BUFORA Journal". Only in England published five UFO magazines, of which the most famous "Flying Saucers Review". In Italy the Ministry of defence has developed a special questionnaire to clarify the circumstances of the appearance of UFOs and sent it to civil airports, military airbase and services urgent operational information.
The completed questionnaires are sent to the appropriate management of staff of the air force. In Italy there are three organizations engaged in the study of UFOs. The most famous of them - Centro Ufologico Nazionale - "the national UFO center", founded in 1965 and headed Penotti. Italians emit three UFO magazine, including "Notiziare UFO" and "Clypeus". The log message "The Sun"BBC Spain since the autumn of 1969, also began hunting for flying saucers, as Spain has decided to solve the mystery of UFOs. The Ministry of the air force Spain to demands from the public to immediately inform about the UFO sightings at the nearest air force base. In 1976, the Ministry of the air force Spain has declassified 12 cases of UFO sightings. In Spain there are four organisations studying UFOs, and publishes two journals on the subject.
The number of UFO sightings in the FRG is relatively small , and neither the defence Ministry nor the command of the air force and air defense of Germany are not engaged in the collection and compilation of data about UFOs. However, in Germany, too, there are four public organizations for the study of UFOs. The most famous of them DUIST, which publishes the journal "UFO Nachrichten". In Sweden, a study of UFOs is engaged in Scientific research Institute of national defence. In addition, there are four UFO organizations and publishes journal "UFO aktuellt".
In Canada this Section deals study the atmosphere of the Canadian national research Council and five UFO organizations, and publishes three magazines (including "Canadian UFO Report"). In Argentina, the collection of data about UFOs is engaged in the scientific research Department of the air force and there are six UFO organizations. In Australia, data collection provides the Loss of the air force, and in the year comes around 100 messages, there are also 12 public organizations studying UFOs, and publishes three magazines (including "Australian FSR" and "UFO Bulletin").
In Japan, the air force also engaged in the study of UFOs, as evidenced by the statements of a number of Japanese generals. For example, Lieutenant-General of Akira Hirano said:"We often see UFOs in the sky and calm them examine", and major-General of the paying basis acknowledged that the study of UFOs is at the highest level and in cooperation with the US. In Japan there are organizations "SBA International" and JUFORA, publishes two journals (including "UFO News"). In China in 1980, founded the Association for the study of UFOs at the University in Wuhan, with offices in Beijing, Shanghai and some provinces. The second organization "Society for the study of UFOs" was created in China in 1981 in Guangzhou city University and has more than 2000 members, and with the peripheral organizations - more than 20,000 people. Over the past five years it has gathered more than 600 of UFO sightings over China.
In Brazil, the study of UFOs does the society for the study of the flying saucers and published magazines "Diskos Voaderes" and "OVNI". Exist and the international organization for the study of UFOs. One of them "Contact International" with centers in England has a branch in 34 countries. It is headed by the Lord Les Pour trench. Second, better known,- "the international Intercontinental network of research and analysis UFO" (ICUFON / ECHOFON) with headquarters in new York. It is headed by the background Keviczky. According to background Levitskogo, our planet is threatened by an invasion by aliens, the proof of which he considers some examples of hostility from the UFO. This view background Kawicki outlined in 1978 in the first Memorandum of ICOUPON under tendentious "Government evidence of action on the Ground units of extraterrestrial UFOs and their potential threat to international security". To confirm this point of view, the Memorandum provides some examples of the collapse and disappearance of the aircraft or passengers on UFO sightings, and placed the statement made in 1978, Deputy Director of the office of international security at the U.S. Department of state A. Michaud and a representative of the Department of space Ipekyol: "Aliens from outer space systematically represent a real threat to us, and we represent a real threat to them, and this includes the possibility of military action".
Background Kawicki also referred to the statements of the famous American General MacArthur, repeatedly asserted that the future war will interplanetary conflict in which the United mankind will enter into battle with evil forces from other worlds, and calling on all Nations of the world to unite to secure the future life of mankind and to create a common front against attack by aliens. In 1978, this Memorandum was handed to the UN Secretary General Kurt Waldheim and representatives of all the countries in the UN. In 1980 the background Kawicki publishedoval second Memorandum ICOUPON with the rationale behind the creation of the world Agency for space Affairs to perform the following tasks: implementation of the international monitoring and surveillance of UFO in the world; find possible ways of establishing contacts with the forces guiding the activities of UFOs; preventing any hostile actions against the UFOs by the armed forces of the countries - participants of the Agency; the use of discoveries resulting from contacts with UFOs, to accelerate progress and improvement of life in all countries.
In the Memorandum cited various examples of actions of the government bodies of the USA, aimed at concealment, and concealment from the public data on the issue of UFOs. In 1982 the background Kawicki published the third Memorandum ICOUPON in which, in particular, was placed addressed him a letter of General Sweitzer on behalf of President Reagan (section 1 of this Chapter). Finally, in 1988, the background Kawicki on the basis of the previous three memorandums compiled and distributed among representatives of all countries-members of the United Nations new Memorandum containing 350 declassified documents describing 140 classic cases of UFOs.
This Memorandum consists of four parts (Evening Leningrad. 1989.12 July): A syndrome potential danger UFO, In - military plans for armed defense against extraterrestrial invaders (UFO) - the undeclared war against UFO - galactic forces, D - the road to the star of the war and the question of survival. However, with the conclusions of these memoranda, CUFON against the danger allegedly threatening side UFO our planet, we can hardly agree, for the vast majority of observations and encounters with UFOs still does not make them any hostility.
Although there are insufficient grounds for opposing points of view, which adheres to Papirenko considering UFO "our cosmic friends and well-wishers". Repeated attempts were undertaken to study the UFO in the framework of the United Nations, as some leaders of the UN treat this problem seriously enough. The first attempt to organize an international study of this phenomenon was made in 1966, the UN Secretary-General U. tan. But the then US representative to the UN Goldberg took vigorous measures to prevent it, and assured U. Thant that the United States will conduct an impartial "scientific" study of the UFO problem.
About U. Thant to UFOs can be judged according to his statement made on 5 July 1967: "the Most important problem that should we care, in addition to the Vietnam war, is flying saucers or UFOs". When in 1970 the West German researcher UFO Jacobi asked Tana, is it true that extraterrestrial UFO pilots established contacts with governments, and that all these facts and the reasons for them are kept in secret, he said, "There are things that I cannot and have no right to speak". The question about the actions of spacecraft earthly powers during encounters with UFOs were touched upon at the meeting of the UN in 1971 in the speech of the representative of Uganda, Ibingira, which expressed concern about the dangerous consequences that would be careless actions of the crews of the earth spacecraft during encounters with unidentified objects.
He said, "We must be sure that the earth spaceship not behave in a hostile when a chance meeting with the spacecraft or the object of unknown origin. For the guilt of unknown size, which caused damage to one of the States of the Earth, will be insignificant compared to the culpability of the state, whose actions will provoke aggression from the side of the unknown space of the source in relation to the entire planet. I, therefore, propose to include in the draft Convention paragraph, obliging States to manage their space objects so that they, in case of meeting with unknown objects was expressed by the wisdom in their behavior, not resisted these objects and not provoke them".
In 1977, the government of Grenada has suggested to discuss at the session of the United Nations a question on creation of a special UN Committee for coordination of investigations of the UFO phenomenon. But the US state Department immediately instructed the American representative in the U.N. to young to declare that the United States "does not support Grenadian the proposal to create a special Committee to study the possibilities of establishing contact with intelligent civilization within and outside the Solar system". At the same time Secretary of the U.S. delegation to the UN Feigel handed to the Prime Minister of Grenada, Gary confidential message to President Carter, which was given persistent advice to abandon the requirements of the international study of UFOs, the message of the Carter, who recently itself vigorously accused the previous government of the USA in excessive confidentiality of UFO research.
It would seem, why should the President of the largest countries of the capitalist world to insist on the change of position of a small Grenada, on a matter of some UFOs, the existence of which is not officially recognized by the U.S. authorities. As a result of active opposition from the US Grenada was forced to withdraw his project, and the UN resolution on the matter in 1977 was limited to only appeal to all States "to discuss with the UN Secretary-General their views on the UFO problem".
However, in 1978, Grenada again raised this issue, and its proposal had been considered at the meeting of the special political Committee of the United Nations, which made presentations Professor A. Hynek and J. Valle, and after them, the Colonel of the us air force Coyne made a report on the case of direct exposure to the UFO on the helicopter. Following this was shown by trained movie, which included footage of the most impressive shooting UFO, and was read a letter of the American astronaut Gordon Cooper, who offered to explore the possibility of establishing friendly contacts with UFOs. But the consideration of the organization of the international study of UFOs at the plenary session of the 33rd session of the United Nations in December 1978, was also launched on the brakes and reduced to call all interested countries to share their observations and studies in the field of UFO in the UN Committee on the peaceful uses of outer space.
The persistent attempts of the us administration not to allow an international investigation of the UFO problem can only be explained by one thing - American intention to belittle the significance of this problem in the eyes of other countries in order to gain a monopoly in this field. Public UFO organizations in many countries have repeatedly conducted international congresses on UFOs in Germany, the USA, Mexico and other countries. In October 1989 in Frankfurt am main, was held international conference on UFOs under the motto "Dialogue with the Universe", which for the first time attended Soviet representatives: Chairman of the Commission on TH TH the USSR A. Mordovian-Sodro, head of Tomsk section of the study TH Y. Rylkin and journalist S. Bulantsev.
